The Role
As the Director of People & Operations, you will be responsible for the most valuable asset at TECQMIND: our people. Your mission is to build and manage a robust HR infrastructure that supports a complex mix of internal FTEs, specialized contractors, and "deployed" consultants. You will ensure that our global operations are compliant, our talent is engaged, and our "staffing-as-a-service" model runs like a well-oiled machine.
Key Responsibilities
Multi-Tier Workforce Management: Design and oversee the lifecycle for three distinct talent categories: internal corporate staff, independent contractors (1099/B2B), and FTEs deployed as dedicated contractors to our clients.
Global Compliance & Legal: Navigate the complexities of international labor laws, focusing on US-Taiwan relations. Manage contractor classifications, work permits, and cross-border employment tax issues.
Deployment Success: Develop "Consultant Care" programs to ensure that TECQMIND employees embedded with clients feel supported, connected to our core culture, and professionally developed.
Talent Acquisition Strategy: Partner with technical leads to build a high-performance recruiting engine for niche AI and Biotech roles, leveraging our global network.
Total Rewards & Payroll: Manage global payroll and benefits platforms (e.g., Deel, Remote, or Rippling) tailored to a distributed team. Ensure competitive compensation structures for both US and APAC markets.
Performance & Culture: Implement performance management systems that work for remote and deployed teams. Foster a unified company culture across different time zones and languages.
Operational Risk: Manage the HR aspects of client MSAs (Master Service Agreements) and SOWs, ensuring our deployed talent meets all background checks, NDAs, and insurance requirements.
Required Qualifications
Experience: 7+ years in HR or People Operations, with at least 3 years in a leadership role within a professional services, staffing, or tech consultancy firm.
Expertise in Staffing Models: Proven experience managing the legal and operational nuances of "staff augmentation" or "professional services" delivery models.
Global Literacy: Deep familiarity with international hiring, specifically the logistical challenges of bridging US and Asian (Taiwan) labor markets.
Systems Fluency: Hands-on experience with modern HRIS, ATS, and global EOR (Employer of Record) platforms.
Problem Solving: A high degree of "HR EQ"—the ability to navigate the unique tensions that arise when an employee works for TECQMIND but reports daily to a client.
Highly Desired: Preferred Qualifications
Bilingual Proficiency: Professional fluency in English and Mandarin is a massive advantage given our primary engineering and manufacturing partnerships in Taiwan.
Industry Knowledge: Previous HR experience in the AI/Software or Biotech sectors.
Certification: SHRM-SCP or SPHR certification.
